No. CAP serves children, youth, and families through an array of programs and services.

Advocates take the time to learn the full picture of a child life. They review information about the case, talk with the child, and the important people in their life, and stay connected with everyone involved. Using what they learn, advocates provide the court thoughtful, fact based recommendations about what they believe is in the child’s best interest.
No. Families and members of the public can’t enroll a child in the CASA program. Advocates are appointed by a judge through the court process.
No. An advocate doesn’t provide legal representation or take the place of an attorney, caseworker, therapist, caregiver, or parent. Their role is to help make sure a child in foster care is seen, heard, and understood as decisions are made.

Cecil County Mentors serves children and youth in Cecil County ages 5-21.
A mentor is a caring adult who provides guidance, encouragement and a trusted connection through meaningful, ongoing relationships. Mentors help youth navigate challenges, and work towards their goals.
Once eligibility is confirmed, depending on availability, our team begins the matching process based on interests, personalities, and other factors.

The Cecil Visitation Center provides a safe, welcoming, neutral space where families can spend time together and maintain and strengthen their connections in a supportive environment.
Yes. Visits can be supervised or unsupervised, depending on the family’s needs.
